The attitudinal inherency to Aghanistan withdrawal would be that an army general wants to increase troops and funding so much that he's using psychological tactics to accomplish that. Put differently, the general's attitude toward troop reduction is keeping troops from being withdrawn from Afghanistan.

I was sarcastic in calling it an inherency card- but there are tons of sick indicts now based on it, its just pretty ballsy to use psychological warfare on sitting senators
